Bryan Everett O’Reilly, 36, is wanted by Anahim Lake RCMP for being unlawfully at large and for breach of conditions. He was previously convicted of two counts of manslaughter. Metro Vancouver Crime Stoppers has released its annual “least-wanted” trick-or-treaters, and it includes five men wanted on a variety of charges.

On this year’s list is: Cody Casey, Rabih Alkhalil, Bith Gattang Chuol, Bryan Everett O’Reilly and Fabian Yul Brown. Metro Vancouver Crime Stoppers executive director Linda Annis said a single, anonymous tip on any of the five men could help get them off the streets.

She said the organization receives about 5,000 anonymous tips a year for all kinds of crimes including gang and illegal weapons offences.

The five men are wanted for charges related to first-degree murder, kidnapping, among others.

Cody Casey, 37, is wanted for 17 drug and firearm offences. He was arrested July 30, 2020 by Vancouver Police in connection with a drug-lab bust in a downtown Vancouver condominium which was used as a mixing location to combine fentanyl and carfentanil with other drugs.

Casey was released on bail with several conditions, including having to wear an electronic monitoring bracelet. He has been missing since April 2022 when he cut off his ankle monitor.

Police say his last-known residence was in Vancouver. While he has strong ties to Metro Vancouver, he was last seen in Saint Vincent and the Grenadines, in the Caribbean.

Casey is described as six-feet, about 200 lbs., with dark brown hair and brown eyes.

There is an up to $100,000 reward offered by Crime Stoppers and the BOLO program for Casey’s arrest. It’s available until Nov. 30, 2023.

Rabih Alkhalil, 36, is wanted for being unlawfully at large and conspiracy to commit murder after he escaped from Port Coquitlam’s North Fraser Pretrial Centre in July 2022 with the help of two men posing as contractors. At the time of his escape, he was standing trial for murder. On Aug. 30, 2022, a jury found Alkhalil guilty of first-degree murder.

Police say he is “very dangerous,” with a lengthy criminal record and extensive ties to organized crime. An INTERPOL Red Notice has been issued for him.

In 2017, an Ontario judge sentenced him to life in prison for the first-degree murder of a man in a Toronto coffee shop. He was also given a concurrent sentence of 20 years for conspiracy to commit murder. In 2020, in Quebec, he was sentenced to eight years in prison for drug trafficking.

Alkhalil is described as five-foot-10, about 166 lbs., with black hair and brown eyes.

Police say it is unknown if Alkhalil is still hiding in Canada or has fled the country. He is known to use fake identity documents and passports.

There is an up to $100,000 reward offered by Crime Stoppers and the BOLO program for Alkhalil’s arrest. It’s available until Nov. 30, 2023.

Bith Gattang Chuol, 24, is wanted for first-degree murder, kidnapping, break and enter and extortion in connection with the death of Vanessa Silva near Edmonton in September 2021. Crime Stoppers says he may have been in Surrey at some point.

Chuol is described as six-foot-four, about 140 lbs., with black hair and brown eyes.

Bryan Everett O’Reilly, 36, is wanted by Anahim Lake RCMP for being unlawfully at large and for breach of conditions. He was previously convicted of two counts of manslaughter.

He was sentenced in 2018 to 10 years behind bars for his role in the deaths of Matthew Hennigar and Kalvin Andy. Due to credit for time served prior to his conviction, O’Reilly had five years to serve in 2018.

Fabian Yul Brown, 49, is wanted for kidnapping, assault, unlawful confinement, uttering threats, break and enter, fraud and possession of stolen property.

Crime Stoppers says he is known to frequent Vancouver.

He is described as six-foot-three, 201 lbs., bald with brown eyes.
