City council adopted a bylaw Monday that will permit a bareland strata development, to be named Royal York Estates, on a portion of existing land at the Royal York Golf Course.
Council approved zoning, subdivision and development servicing and official community plan amendment bylaws that changes future land use of part of the golf course property to allow 46 strata units (30 single-family homes and eight duplexes).
Since third reading on Oct. 28, 2013, developer Patrick Place has been working with city staff around subdivision servicing requirements, finalizing the details associated with 7.3 per cent of the lands dedicated to parkland and submitting a development permit for form and character requirements.
“The developer has requested that the block parcel (Royal York Estates) be subdivided first from the remaining golf course lands,” said Armstrong’s chief administrative officer Melinda Stickney in her report to council.
“Further subdivision of the bareland strata development into individual lots will follow.”
The developer has paid a $50,000 requirement for parkland improvements. The remaining cost contributions of water and sewer totalling $135,000 is required for approval of the final strata subdivision.
The city hosted a public hearing on the proposed development in October and received a number of complaints from neighbouring residents.
Citizens were concerned about noise, properties devaluing, the height of the units, emergency vehicle access, storm water collection and sewers.
Mayor Chris Pieper said council and staff took into consideration the concerns.
“We changed a few things in the proposed development,” he said. “We proceeded to third reading and the developer had to put up all of their funding, dedicate park, pay for this and pay for that. All of that is in place and we have given the bylaw final adoption.”
