A special meeting of Armstrong council takes place Monday at 4 p.m. to adopt the city’s five-year financial plan, tax rate and rates, fees and charges establishment bylaws.
The meeting takes place at 4 p.m. in council chambers.
Armstrong residents will face a 2.75 per cent property tax increase this year. Two per cent is devoted to road infrastructure replacement and three-quarters of a per cent hike is for operations.
Budgets for 2014 must be in to Victoria by May 15.
Coun. John Trainor, the chairperson of the city’s financial committee, said there are some user fee changes proposed.
“Residential garbage collection charge per unit will be increased from $75.05 to $76.85,” said Trainor.
“This is to reflect increased costs for the garbage collection contract.”
Residents will see their blue bag collection charge per unit drop to $8.67 from $19.08 to reflect the end of the Regional District of North Okanagan’s involvement in this service this month.
The third change being proposed is the sale of residential water meters to contractors at the issuance of a building permit.
“The city’s cost for water meters has decreased,” said Trainor.
“So staff is proposing to reduce the charge from $375 per meter to $200.”
Rates, fees and charges are things like administrative rates, water and sewer parcel taxes and planning and development application fees.
