City of Port Alberni Coun. Dan Washington was concerned when he noticed grass and plants blooming atop the city’s new Bainbridge water treatment plant—until the 2014 report authorizing the construction of the plant was brought to his attention.
A Koers & Engineering report from the July 14, 2014, council meeting reads “the work involves the construction of a new UV treatment facility including onsite hypochlorite generation for secondary water treatment. The treatment plant building will be a masonry block building with a wood roof structure and green roof treatment.”
“I stand corrected,” Washington said. “I’m embarrassed. I apologize.”

Washington and then city Coun. Wendy Kerr read out and seconded the motion approving the work.
The $4 million project was awarded to Windley Contracting Ltd. at the time.
