District of Barriere to apply for Green Infrastructure grant

District's contribution will be 27 per cent, totaling $650,000

At the regular District of Barriere council meeting of Aug. 13, Mayor and Council voted unanimously that an application for grant funding for the Barriere Town Road project be submitted to the Canada-British Columbia Investing in Canada Infrastructure Program (ICIP) – Green Infrastructure; Environmental Quality Sub-stream.

A report from District CAO Colleen Hannigan noted that at the July 16, 2018, Council meeting it was decided to move forward with the Barriere Town Road project option, as presented, for the Green Infrastructure and Environmental Quality Grant (ICIP) Program for Council’s final consideration at the Aug.13, Council meeting. Staff were directed to bring this option back with final costing from the District’s engineer. Deadline for the grant application to be submitted is Aug. 29.

The District’s contribution to the project would be 26.67 per cent of the total cost, which was been rounded out to 27 per cent for the purpose of making the calculations.

The CAO noted it was stated in the July report, that the Barriere Town Road project would enable over 50 new properties (Armour Mountain Mobile Home Park and the adjacent apartment building) to connect to the Solar Aquatics Water Reclamation Centre (SAWRC).

Hannigan’s report also stated, “Although the District contribution at 27 per cent would be around $650,000 it would also include the upgrade of the old Asbestos Cement (A/C) water main and valves from Dixon Creek Road to Station Road, and add pedestrian/ scooter improvements that have been in the plans for many years now as part of the downtown revitalization planning.”

She noted the extent of the project would be from Dixon Creek Road south to Station Road, for an estimated cost of $2,400,900. The cost breakdown would be Water-$530,000 (22 per cent), Wastewater-$280,900 (12 per cent) with $1,590,000 (66 per cent) for road, pathways, and boulevard improvements.

“It is staff ‘s recommendation to split the required 27 per cent ($650,000) on a percentage cost basis between water, wastewater and roads,” reported Hannigan, “Possibly $429,000 roads, $78,000 wastewater (general surplus to be paid back in the future) and $143,000 from water; leaving $433,399 in Roads and $283,875 in Water surplus/ reserve accounts.”

Council voted unanimously Aug. 13 to supports the project and commit to the District of Barriere’s share of $650,000 to the project coming from the appropriate department budget and surplus reserve accounts.
