The Chinese heavy-lift ship Keng Sheng Kou, carrying the Blake 151 jack-up exploration rig, rests at anchor off Newcastle and Protection islands. The rig is owned by Escopeta Oil & Gas, based in Houston, Tx., which has oil exploration leases in Alaska. The rig was loaded in Freeport, La., in March and is bound for Alaska’s Cook Inlet. The ship arrived Tuesday and is expected to remain here for three weeks.
