RURAL DEVELOPMENT INSTITUTE – BC RURAL DIVIDEND PROGRAM

The Board approved the funding of the Rural Development Institute (RDI) Regional Research Project in the amount of $40,000 over two years, subject to the approval of the RDI’s application to the BC Rural Dividend Grant of $500,000 and similar $40,000 funding commitments from the Regional District of Kootenay Boundary and the Regional District of East Kootenay. The funding would support the RDI in its shift to focus its efforts on meeting the needs of local government partners.

CENTRAL RESOURCE RECOVERY – HOURS OF OPERATION ADJUSTMENTS

Following a comprehensive review and recommendations from staff, the Board approved adjustments to the days and hours that some Central Resource Recovery facilities are open. Hours of operation at some sites were extended and were reduced at others. The RDCK will communicate these changes to the public. In addition, the Board approved the addition of a waste spotter at the Balfour site. A waste spotter will increase waste screening presence, and reduce the potential of hazardous and other prohibited materials entering the recycling and landfill waste streams.

BYLAW 2582: AREA D COMPREHENSIVE LAND USE AMENDMENT

Bylaw No. 2582, being a bylaw to amend the Electoral Area ‘D’ Comprehensive Land Use Bylaw No. 2435, was given three readings and adopted. The bylaw will address required revisions to lands zoned Ainsworth Resort Commercial (C3) under Bylaw No. 2435.

50TH ANNIVERSARY OF PERMIT ISSUANCE

The RDCK Building Inspection department submitted a report to inform the Board that the RDCK building department issued its first-ever permit on May 15, 1967—which was issued to construct an Administrative Building at Kokanee Springs Development in Crawford Bay. The report also provided details as to preliminary actions underway to consolidate various historical permit records into one accurate, a complete and searchable database which will eventually be available to the public via the RDCK mapping system.

UBCM COMMUNITY EMERGENCY PREPAREDNESS FUND

The Board directed staff to submit applications to the Union of BC Municipalities (UBCM) Community Emergency Preparedness Fund on behalf of the local municipalities as part of the RDCK Regional Emergency Operations Centre (EOC) initiative, and to use any grant received to improve the Regional EOC facility.

FIRE SERVICE CONTRACT: CITY OF NELSON FOR AREA E

The Board approved the RDCK renewing the fire protection and response agreement with the City of Nelson for coverage of a portion of Area E from Jan. 1, 2018, to Dec. 31, 2022. The City of Nelson has provided this service since June 2012. The new contract includes a 21.5 per cent increase from the 2017 contract due to cost pressures including increased training and risk management requirements. The impact of this change on taxpayers will be communicated as part of the budget process.

COMMUNITY WILDFIRE PROTECTION PLANS

The Board received the RDCK Area D and Kaslo Community Wildfire Protection Plan Update – 2016, and the RDCK Area I Community Wildfire Protection Plan Update – 2016. Community Wildfire Protection Plans, or CWPPs, aim to develop strategic recommendations to assist in improving safety and to reduce the risk of damage to property from wildfires. The 2016 CWPP updates reflect changes in the respective communities and current conditions using the provincially accepted standard methodology and baseline data for hazard and threat analysis.
