Killer teens to learn if it’s youth or adult prison

The teenage killers of Kimbery Proctor will learn this week if they will be transferred to an adult prison to serve their life sentences.

Kruse Wellwood, 17, and Cameron Moffat, who turned 19 this month, have been held in a Victoria youth custody facility since their June 2010 arrests.

B.C. Supreme Court Justice Robert Johnston will hear reports from probation officers at the facility and decide if the teens will be allowed to remain in place until their 20th birthdays or be sent immediately to adult prison.

In April the judge ruled that the severity of the teens’ crime — planning the prolonged rape and murder of their classmate and burning her body under a bridge on the Galloping Goose cycling trail — warranted adult sentences of mandatory life in prison, with their first opportunity for parole after 10 years.

The Langford teens attended Pacific Secondary school along with their victim. Experts who analyzed the teens after they pleaded guilty found them unremorseful for their actions and unable or unwilling to recognize the gravity of their crime. Some court experts said the two would likely remain at risk to reoffend well into their 40s.

The placement hearing is scheduled from May 25 to 27, and will begin each day at 10 a.m. in B.C. Supreme Court in Victoria.
