Despite a recommendation from staff to approve it, Area H director Dave Bartram moved to deny a development permit with variance application in his area at a recent Regional District of Nanaimo board meeting.
He said the lands are within the Agricultural Land Reserve, and he does not support the move.
The permit was requested by Fern Road Consulting Ltd. for four lots on the Island Highway in Bowser.
Bartram’s motion was carried.
