Development cost charges (DCCs) are moving closer to reality in Spallumcheen.

Township council approved three DCC resolutions dealing with financial scenario, timing of collection and no grace period.

An open house to explain the DCCs will be held at the township office Oct. 24 from 2:30 to 5:30 p.m.

“The development cost charges are for the roads, for our transportation network,” said Coun. Christine Fraser, referring to the collection of DCCs to help the township’s infrastructure for dealing with more than 200 kilometres of roads.

“We’ve tried to pick rates that hopefully won’t stop growth. They (DCCs) are lower than a few areas around us.”

One resolution passed was the township’s preferred financial scenario on which to draft the DCCs bylaw. It is based on four factors: municipal assistance, project benefit factor, agricultural truck trip equivalent and agricultural building exemption.

Based on those factors, DCCs for land use in the township would be:

Residential (single family): $2,520.86 per lot;

Residential (multi-family): $1,636.56 per dwelling unit;

Industrial: $10.59 per square metre of gross building area;

Commercial: $7.56 per square metre of gross building area;

Agricultural: $10.36 per square metre of gross building area;

Institutional: $7.56 per square metre of gross building area.

The township’s preferred approach for timing of collection of DCCs for single family residential development be at the time of subdivision, and at the building stage for all other types of development.

Staff has also proposed the DCC bylaw not include a grace period beyond the one-year statutory period already included in legislation.

The DCC bylaw is expected to be prepared and finalized for ratification in the spring.
