Coffee retailing giant Starbucks Coffee is proposing to open a retail location with a drive-through in Revelstoke, as part of the redevelopment of the old Petro-Canada service station lot.

The development will also include a Petro-Canada gas station and a convenience store.

The aging Petro-Canada station near Victoria Road on the Woodenhead Park loop road was demolished approximately five years ago, and the lot has been vacant since then.

When contacted by the Times Review earlier this week, City of Revelstoke staff would not release further details on the development plan at that time, saying it would be available in the upcoming council agenda package. As of the end of the work day on Mar. 20, a city staff member said the development proposal documents aren’t yet publicly available.

The proposed development is near the Revelstoke McDonald’s. It’s on the Woodenhead Park loop road, which connects to Victoria Road. The troubled intersection becomes very congested during peak weekends and has been identified by City of Revelstoke staff as very problematic. The new development seems bound to add traffic to the intersection.

In recent months, the City of Revelstoke’s Development Services department has proposed a study of the intersection to find solutions to congestion during peak traffic loads. A preliminary budget called for $600,000 between 2014–2016 for design work and construction.

Also on the City of Revelstoke’s Mar. 25 council agenda is a new eight-lot strata development on Westside Road.

City Development Services manager Dean Strachan described the development as an eight-lot light-industrial strata development.

Each  lot will have the option for residential inside the industrial-looking building, but the main focus will be storage space for recreational vehicles like motorboats, snowmobiles, sea-doos and storage trailers.

The developers are applying for a comprehensive development zone, which is essentially a zoning trade-off: it often allows the developer to do things not permitted under zoning rules, but city planning staff get increased input into development plans.

City staff said documentation on the proposal would be available to the public on Friday.

The City of Revelstoke issued a ‘news flash’ just after their office closed on Mar. 20, indicating the items would be on the Mar. 25 council agenda, but have yet to provide supporting documents. City staff provided the limited information on the proposals that is included in the story above.

The two development applications come to council just two weeks after council adopted a new bylaw that disbanded the city’s Development Review Committee, meaning developments in excess of $100,000 come directly to council for consideration.

Clarification: The city’s Development Services department contacted us to say the $600,000 for work on the intersection does include construction, including $50,000 budgeted for study this year. We’ve added the word “construction” to the sentence.
