Developer Paul Bal should be thanking his lucky stars the penalty imposed for unlawful removal of trees was not more severe.
The bulk of the $175,000 penalty – approximately $150,000 – is a security deposit that will presumably be returned to him on completion of the mandated restoration work. At today’s low interest rates, the cost of tying up $150,000 for three years will be minimal. So in reality, the penalty is the $25,400 fine and a few thousand dollars in interest.
Does anyone really believe this will act as a deterrent? As for whining about the “tens of thousands of dollars” the remedial work will cost, people who make mistakes must be accountable for their actions. Period.
