As my wife and I sat on a bench at the White Rock pier Friday night, it was very clear within minutes that neither the no-dog-walking or no-smoking bylaws are enforced.
Group after group of people were smoking while walking up and down the pier for the half hour we were there, with nary a sight of a bylaw officer.
A couple walking with their two pit bulls proudly walked down the stairs by the clock tower and proceeded towards the white rock. As soon as one of the dogs reached the grass, it defecated. What made this even worse was that they pretended to pick up after their dog.
There is never any enforcement on White Rock or Crescent Beach. It is far easier for bylaw officers to ticket car owners who are not present if their parking spot has expired than to deal directly with people.
As summer comes, smoking will increase on our beach fronts, ruining the whole idea of getting fresh air, and dogs will continue to spoil the grass areas due to negligent owners.
Unless fines are given out regularly and the message sent, all the above will continue as it does every day.
