Nice to hear our city council has passed yet another “optional” bylaw for people to ignore, e.g. lawn watering restrictions.
It’s a fact, people water their lawn whenever they want (my neighbour right now is doing his at 1:30 in the afternoon).
Go for a walk in the evening and count the sprinklers.
Regarding dog licensing/leashing/picking up after, I work where a lot of people come by with their pets. I bet 40 per cent aren’t licensed, 30 per cent are off-leash and many don’t have a collar on.

School yards are clearly posted as no pets, yet people use them as their own personal off-leash parks.

Everyone seems to have an excuse why the laws don’t apply to them.

Not the only animals
I suppose I would be more prone to agreeing with the City of Surrey in restricting animals in parks with playing fields, if they would also restrict the players on those same fields from using the bushes and trees as their personal washrooms.
