I have just one comment. Addicts don’t improve, ever. Especially addicts who need a needle for their addiction, be it morphine or heroin. Those are highly physically addictive substances. You do not ever fully recover from that addiction. Many addicts are forced to take methadone for the rest of their life just to stay off of heroin.
The idea isn’t to force them to quit. Nobody can do that, only they can. The idea is to get them clean needles to avoid disease and viruses. Nasty things like HIV, AIDS, hepatitis. Those pesky, incurable things that are far more expensive than a clean needle.
Healthcare decisions should not be made by business people who care more about money than health, they should be made by healthcare professionals.
