Resident frustrated with individuals not picking up after their canines

In reply to the excellent letter by Ron Schwartz, if dog owners were made to provide a DNA sample when applying for a licence, and a program was in place to collect and analyze the excrement, it would be unarguable. The offending dog owner would have no recourse. He must pay the fine, which should be substantial.

Who will pay for the lab analysis you say? Why of course, the dog owner. If something like this isn’t done, we will be having this discussion 50 years from now.

We all know the percentage of dog owners who pick up after their dog and actually carry it to their residence to dispose of is very low.
