I always read the letters to editor in The Morning Star.
I notice many complaints of dog owners not picking up after their dogs.
What I think should be implemented is this. When a dog owner goes in to purchase his dog license, he or she must allow a DNA sample to be taken from the dog.
When excrement is found on a trail, street or park, etc., an officer could then take a sample of the dog’s waste and it could be easily matched up to the guilty dog
Once the offending dog’s DNA is determined by a match, a fine is then sent to the owners address.
The fine would then need to be paid before the dog license renewal.
Only when it hurts the owner’s pocketbook would they start to pay attention.
