Everyone in Cowichan Bay rezoning victims of bureaucratic neglect
Corporate citizen Pacific Industrial Marine, its employees and local citizens are all innocent victims of a history of provincial political and local bureaucratic neglect of legislative duty to follow written leases, bylaws and community plans for the estuary lands, thus encouraging a major investment of time, money and entrepreneurial skills in building a thriving business, now in jeopardy, and sadly, pitting neighbour against neighbour.
All are losers, due to an obstinate failure of bureaucrats to follow their own written rules, procedures, promises and plain common sense.
