I think that building freebie housing would be just an endless endeavor. Like in the movie Field of Dreams, “build it and they will come.”
The more welcome, the more population influx. On the other hand, if the powers that be weren’t so picky about all their rules and codes where it didn’t matter, like in rural property areas, property owner/landlord types who are offering some cheap accommodation would likely do more. Those farm areas will likely never be farmed, but some of those less fortunate ones might grow a garden.
We see it on the news often where some owners are being told that they can’t help those people because it doesn’t fit some code. Forcing some of them to become homeless, which is what some likely were before their benefactor. No crime, no victim.
