ICBC logic for rate hike doesn’t make sense

Distracted driving laws may have had adverse effect on drivers

I have a question about the blame being put on distracted drivers for the recently announced rate increase. Is ICBC saying there are now more distracted driving claims than before the law came into effect banning texting and other cell phone use while driving?

Either they want an increase in rates for the sake of an increase and are using distracted drivers as an excuse, or the law has made things worse. Just an observation.
