Yes, tankers loaded with bitumen from the tar sands would be a terrible threat to our waters, as the Queen of the North sinking clearly demonstrated.

While navigating the route away from the Enbridge proposed pipeline terminal (Kitimat), human error can always foul the latest navigation technology.

Ultimately, we should leave the stuff in the ground if we are to avoid a climate change disaster. In the meantime, at least keep the risk low.
