This column by Frank Bucholtz probably answered many questions regarding the censuring of Coun. Dave Chesney (as at the time your readership was left to guess ‘whatever happened’).
Pettiness summed it up. Now, most recently, letter-writer Wayne Baldwin’s explanation and his being dumbfounded by the repayment ‘trumps’ pettiness and, in my opinion – given the same circumstances, would one of their own (the coalition) been penalized? Sounds like sour grapes to me.
