Our household has perhaps one small plastic shopping bag of trash per week; one of my neighbours has up to ten large black bags of garbage per week. Yet we pay the same price.
I would strongly support lower garbage rates for those who produce less garbage. How the bookkeeping for this is to be done is another question.
