Resident has questions about ownership of the rail corridor

Is it legal to sell a right-of-way that you don’t hold title to? As far as I know, CN never purchased the land, and if that’s the case, how can you sell something you don’t own legally?

I think this is something the provincial and federal governments should take on, if it’s proven that CN can sell the right-of-way whether it owns it or not. I’m not against it, but just believe it should be a joint provincial-federal project or Parks Canada.

The local taxpayers already have a huge tax load to carry without adding more, right?
