Reader requests water access clarification

It is my understanding that Federal waters require 24-hour year-round access and the new ramp is a federal wharf location.

In reference to “Nakusp boaters not happy with new ramp” paragraphs three and four talks of Hydro only being required to provide summer recreational boat access.

Does the mentioned issued water licence, override Federal water regulations? It is my understanding that Federal waters require 24-hour year-round access and the new ramp is a federal wharf location.

I am publicly requesting a clear answer from Mary Ann Coules or a federal representative to answer this question.
