To the Editor,Re: Lowered visa numbers to increase waits, Feb. 19.What a gutsy move by the feds, if they do it. Canada is no longer able to continually expand the elderly population that uses the majority of the health care dollars available. The flat rate fee structure is one good suggestion. Another possible solution is that the elder applicants could come to Canada, but be ineligible for any free health care for five years or until they get their Canadian citizenship, whichever is longer. This means they could live with the families, contribute to working families as a child-caregiver for example, but not be a burden to our medical system.J. SharpeNanaimo
