These watering regulations will require the installation of water meters throughout the Lower Mainland. The watering restrictions cannot reasonably be enforced any other way.
Neighbour complaints are one way, and having the enforcement officers walking neighbourhoods is the other way. Having enforcement officials out at that time of day (4 a.m. to 9 a.m.) on a walking beat is not efficient. They could really only go by what they see or hear; they cannot go into backyards to check.
Beating the system without a water meter is simple. Start your automatic sprinkler at 2 a.m. any day you want. Unless your neighbours complain, who will ever know? The bylaw enforcement officials are not at work at those times. Get ready for forced install of water meters.
Also, is not the highest water demand time (residentially) from 5-8 a.m. while most of the working people are getting up and showering and cooking? Why do we have watering during these hours? Why is it not all in the wee hours of the morning?
