City of Courtenay takes measures to address disruptions

The City of Courtenay says maintaining access to businesses is a priority during construction of the Complete Street Pilot Project on Fifth Street. But one business owner feels more could be done to accommodate pedestrians.

The City of Courtenay says maintaining access to businesses is a priority during construction of the Complete Street Pilot Project on Fifth Street. But one business owner feels more could be done to accommodate pedestrians.

“They could do a much better job than they’re doing,” said Tom Finkelstein, who has a law firm on the north side of Fifth, near the intersection at Fitzgerald. “Finishing (the project) is one thing, and providing reasonable access is something altogether different…The City could provide us a little more comfort.”

Had there been consultation, he said the public could have been directed to the back lane, which could have been converted to a temporary Fifth Street.

“This is a major project, and we appreciate the challenges and inconveniences for area businesses and residents in and around the construction zone,” the City said in a statement. “We will continue to address concerns wherever possible as we move closer to project completion, estimated for late October.”

Finkelstein did acknowledge that a foreman helped by moving a truck that was blocking access.

Workers installed a temporary sidewalk shortly after concrete was removed last week.

Project staff have been in regular contact with businesses in the construction zone to keep them apprised of upcoming impacts, and to respond to concerns.

Signage has been in place around the work zone informing the public that businesses are open. Additional signage was installed Thursday afternoon.

Traffic control personnel are on site during active construction to assist pedestrians and commuters.
