SOFI report
Council received the chief financial officer (Roxanne Shepherd) report and approved the Statement of Financial Information (SOFI) for the City of Grand Forks as at Dec. 31, 2014.
The 2014 actual revenue for the city is $14,264,846, up from $10,719,462 in 2013. The 2014 actual expenditures were $12,740,388, up from 2013’s $10,686,577.
The 2014 annual surplus was $1,524,458. The accumulated surplus at the end of the year for 2014 was $32,293,827. The net financial assets at the end of the year for 2014 was $4,719,167.
Reports from council
Councillor Christine Thompson attended a day-long workshop on May 27 on emergency management in B.C. She attended the morning session of the Southern Interior Peace Coalition on May 30. On June 3, she attended the Kettle River round table meeting hosted by the RDKB. On June 23, Thompson attended the transition housing project steering committee’s second meeting.
Councillor Julia Butler attended the recreation commission meeting on June 11. On June 16 she attended the chamber of commerce’s Boundary Business Forum. On June 22, Butler was in attendance for Treaty Talks: A Journey Up the Columbia for People and Salmon.
Councillor Chris Hammett attended the Thompson Okanagan Tourism Association (TOTA) roadshow on June 10 at the Christina Lake Welcome Centre.
She attended a deer committee meeting on June 16.
She, along with Thompson and Mayor Frank Konrad, hosted Grade 2/3 students from Perley Elementary at City Hall for a tour and mock council meeting.
Councillor Colleen Ross attended the Treaty Talks film and discussion at the GEM Theatre on June 22.
Councillor Neil Krog stated that at the RDKB board meeting on June 18, the removal of the recycling bins at the Fire Hall were not discussed and have been postponed.
UBCM
Council received for information correspondence from Premiere Christy Clark and provincial cabinet ministers regarding meetings at the 2015 Union of British Columbia Municipalities (UBCM) in Vancouver in September.
Noise control bylaw introduction
Council received a written report from the bylaw enforcement officer (Wayne Kopan) about the noise control bylaw amendment and directed staff to present to council the first three readings at the July 20 regular council meeting.
The amendment to the noise control bylaw (1963) would address business and industrial operations.
“At times, the market requires that industrial operations will need to run additional shifts to meet their market demands,” said Kopan in the report. “This has been the normal operating procedure for the major industries located in the Grand Forks Industrial Park for the past 60-plus years.”
Financial plan amendment
Council unanimously carried the first three readings for bylaw No. 2016 – Year 2014-18 financial plan amendment 2.
The bylaw amends the previous 2014-18 financial plan bylaw to account for City Hall fire expenditures and an increase in amortization. For the City Hall fire, general operating expense and other sources revenue has been increased by $1,574,892. General fund amortization was also increased by $48,827.
Neither of these amendments require a funding source as neither will affect municipal taxation, surplus, nor reserves.
Final reading is expected at the regular council meeting on July 20.
