At a court martial Monday in Vancouver, a junior officer charged with assault in a July 2018 incident at the HMCS Quadra Cadet Training Centre pleaded guilty to conduct prejudice to good order and discipline.

Sub-Lieutenant T.J. Havas, who was a support staff member at HMCS Quadra at the time of the incident, was sentenced to a severe reprimand and a $2,000 fine.

“There were three charges initially,” said Capt. Cheryl Major, public affairs officer of the Pacific Cadet Support Unit in Victoria.

The prosecution withdrew the charge of assault, and the first charge of conduct prejudice to good order and discipline, which is related to harassment.

“A third charge stayed, and the defendant pleaded guilty to a charge of conduct prejudice to good order and discipline, and that he violated the Cadet Training Centre Adult Staff Code of Conduct,” Major said.

The next step is an administrative review of Havas’s file, from where further action could be taken.
