Herridge Lane house up for re-zoning to provide small rental suites

Council will hold a public hearing on proposed new zoning on Sept. 3.

Nelson city council has agreed to start the rezoning process for a currently unused building at 706 Herridge Lane.

The owners have requested a change from Downtown Residential (R3) to a new zone proposed by city planning staff, Downtown Mixed Use (MU6).

The purpose of the application is to rehabilitate and convert the building into eight rental micro-suites (215 to 316 square feet) with one commercial unit located on Herridge Lane with no setback.

The rear of the proposed building would extend to Victoria Street.

The owner will be required to propose a parking plan as a condition of the rezone.

The next step is a public hearing, to be held on Sept. 3 at 6:00 p.m. at City Hall.

The existing building, built in 1901, was formerly a boarding house. In recent years, according to city staff, “it has hardly been occupied and today is likely unsafe for occupancy.”

A development permit was issued in 2008 to a previous owner to renovate the building and convert it into three apartments, but the project failed to go ahead. The current applicant recently bought the property.

To discourage individual car ownership, the applicant is proposing including a Kootenay Carshare membership for each of the eight units and donating a car to the carshare’s fleet.

People who feel they will be directly affected by the rezoning may make a presentation at the public hearing. Those who cannot attend can email or hand deliver or mail a written submission before 3:00 p.m. on the day of the hearing.
