No charges will be laid in a fatal collision last spring that claimed the life of a 73-year-old woman cycling through Victoria’s Chinatown.

The collision occurred at around 8:30 a.m. on March 29 when a truck was in the process of turning right from Government Street onto Fisgard and collided with a woman on her bike. Emergency crews quickly arrived and began lifesaving efforts, but the woman succumbed to her injuries.

She was later identified as Eileen Evans.

The Victoria police investigation included the collision reconstruction team, traffic section, patrol, forensic officers and investigative services detectives, but recently concluded with no charges.

Evans was a faithful volunteer with the Friends of Government House Gardens Society, claiming the title of coordinator for the rock and alpine garden on the property’s southwest corner.

Known for putting in long hours, Evans took pride in making sure the garden remained pristine. When she failed to show up for her shift that morning in March, her colleagues knew something was wrong.

The truck driver was making a routine delivery for Max’s Mushrooms to a business in the area. The collision left him struggling to figure out what went wrong.
