The Regional District of Okanagan-Similkameen has approved a modification agreement for its septic waste receiving facility cost sharing agreement with the city of Penticton.
The initial agreement was signed in February, 2006 for the design, construction and operation of a facility at the Penticton Advanced Wastewater Treatment Plant. The city of Penticton financed the construction of the facility and was responsible for the design, construction and operation. Tipping fees were set out to cover these costs.

While the tipping fees were based on the best estimates of all costs relating to the facility, the facility revenue now covers all expenses. For each year from 2014 to 2020, with the exception of 2017, the facility has had excess revenue.
Because of the repeated nature of these surpluses, the regional district and city have discussed an amendment. This amendment would authorize surplus funds to be transferred to the specific reserve account held by the city of Penticton, without annual resolutions.
The amendment allows a maximum of $350,000 for the reserve. The reserve fund had $180,268 as of the end of 2019. The 2020 surplus amounts to $109,160. By amending the agreement, the 2020 surplus will be added, resulting in a balance of $289,428.
