The Town of Qualicum Beach has sold a half-acre property, located on Second Avenue East, to Windley Projects Inc.
An agreement was signed with Windley to sell 2,068 square metres (0.51 acres) of Town-owned land that consists of three parcels – 126, 130 and 136 on Second Avenue East for $525,000.
The land, currently used as a public parking lot, will be transformed into mixed-use residential and commercial buildings as part of the East Village project. The town plans to construct new parking lot on Berwick Road to offset the loss of parking space.
“The town is thrilled to have Windley Projects as a part of the East Village. This is a huge step toward the revitalization of this area,” said Mayor Brian Wiese
The decision to sell the land to Windley comes after a four-month public procurement process to explore the best obtainable value from applicants.

“The East Village in Qualicum Beach will be a vibrant place to live, work, and play, and this project is a perfect fit for Windley,” said Jeff Windley, development manager of Windley Projects Inc.
Later this year, Windley will submit a full development application, which will be the subject of a public zoning amendment application and development permit review. Members of the public will have multiple opportunities to comment throughout the development review process.
The East Village Revitalization project will transform the area into a community space for businesses and residents alike; creating a distinct neighbourhood through redesign and investment in infrastructure and the public realm. As part of the project, a brewery is already under construction at the intersection of Berwick Road and Second Avenue East.
The town’s East Village concept was first incorporated into the official community plan in 2018.
