Emergency crews responded just after 9 a.m. and determined that a driver heading north on Douglas Street had run a red light and collided with another southbound vehicle stopped at the light.
Both drivers sustained non-life-threatening injuries but only the driver of the southbound vehicle was taken to hospital, according to a statement from the Victoria Police Department.
The driver of the northbound vehicle failed a sobriety test for drug-impaired driving so police issued a 24-hour driving prohibition as well as tickets for driving without due care or attention and for invalid insurance.
A male passenger who was riding in the northbound vehicle fled the scene of the crash and ran into a nearby business. Officers followed and found the man disposing of drugs. He was arrested for possession of a controlled substance and taken to hospital with non-life-threatening injuries sustained in the collision.
Traffic was temporarily impacted at the intersection while crews worked to clear the road. Tow trucks arrived to remove a small silver hatchback and a silver truck from the intersection just before 10 a.m. and all lanes reopened shortly after.
Police say the investigation is ongoing and ask that anyone with information call the VicPD non-emergency line at 250-995-7654 or make an anonymous report by calling Greater Victoria Crime Stoppers at 1-800-222-8477.
