West Shore Parkway taking strides towards completion in Langford

West Shore Parkway project awards consulting contract

At Langford’s council meeting on Monday, council awarded Tetra Tech, Engineering Consulting Services, a contract at $113,580.

The contract calls for detailed engineering design of this projects’ intersection of West Shore Parkway, continuing south to Sooke Road.

The cost to complete the design work was only one of six factors which were taken into consideration in awarding the contract.

In awarding the contract the city looked at the bidders’ company experience, project understanding, methodology, schedule, proposed personnel and the fee estimate. The fee estimate was 40 per cent of the evaluation matrix.

This phase of the West Shore Parkway Segment 1 will be funded through the city’s road program with an addition two-thirds funding from the  New Building Canada Infrastructure Grant. “It was not based on cost,” said Langford’s Director of Engineering, Michelle Mahovlich. “It was based on a series of six factors.”

The primary reason for the number one ranking for Tetra Tech included their local presence, experience on local projects, experience on Ministry of Transportation and Infrastructure projects, competitive fee and appropriate level of effort for both design and field inspection services, states the report to council.

The other bidders were: Parsons Inc. and WSP Canada Inc.

Segment 1 of the project involves a new signal light and turning lanes on Sooke Road at the West Shore Parkway.

In July, the city was awarded the $22.5 million infrastructure grant to complete 3.5 kilometres of the West Shore Parkway connecting it from its current intersection with the Trans Canada Highway south to Sooke Road at Awsworth Road.

There are nine segments to the project and different segments will be constructed simultaneously to maximize construction deadline.  The project is jointly funded by the City of Langford, the Province of B.C. and the federal government.
