A waste incinerator is being proposed in the Hullcar Valley of Spallumcheen. The proposed site is located in the Salmon River watershed.
This is an agricultural valley with confined and unconfined aquifers stretching from west to east with dairies, feedlots, chicken operations and a nursery.
The valley has many inversions, as happens throughout the Okanagan Valley and the venting index is often rated as poor by Environment Canada.
The plan is to truck garbage from Merritt, Kamloops, Salmon Arm, Enderby, Armstrong, Vernon, Kelowna and Spallumcheen. Incinerators need to run 24/7. Their smoke stacks emit nanoparticles of less than 1 micron which cannot be screened by pollution devices.
These tiny particles create health problems. The potential for problems with dioxins and heavy metals is real, especially in dairy cows and animals.
Incinerators produce fly ash and bottom ash. The bottom ash has to be disposed of in a landfill.
Municipalities will be contracted to supply a certain amount of waste, thus discouraging attempts to reduce waste.
