At the Oct. 11 Council meeting, council considered a new bylaw to zone portions of our foreshore.
But some of us may remember that Summerland once had a head lease agreement with the province for the entire foreshore”, not just portions. What happened?
At the March 26, 2007 council meeting, council adopted a resolution (unanimously) that directed municipal staff “ to negotiate a new head lease agreement with the province for the foreshore.” According to Jerry Johnston (Kamloops Land Titles Senior Land Officer) one month later, Summerland’s Director of Finance cancelled the entire agreement without consultation with council.
For Summerland to reacquire the original foreshore agreement would require mutual agreement with the ministries of the Environment, Forests, Lands and Natural Resource Operations (fisheries), Transportation and Infrastructure (navigable water) and with First Nations.
