Cedar Hill Golf Course is a municipal course, serving the community. The prices should reflect that and charge municipal-like fees.
I have played at many municipal courses in the U.S. Their fees are less than half a medium-class semi-private course and usually include a cart. Half the new rate Saanich is charging would be appropriate.
