The province may ask the region to get on with it, but the Capital Regional District does not have the power to advance to a final decision if it is overruled by any one of the municipalities.
The region’s interests come second as the sewage debacle shows us. The province, which has the power, will have to enable the decision given the inadequate governance structure that exists. After that, the province needs to take a hard look at how the region is governed. Citizens have asked it to do just this.
The province bides its time while the clock runs out.
