How can a conservation officer say those owls could fend for themselves when they are trapped with no way out?

In response to the lady that wrote in about the owls.

This is absolutely senseless, how can a conservation officer say those owls could fend for themselves when they are trapped with no way out of something that was human-caused?

I also am surprised that the by-law officer did not just come and cut the lock and let the poor things out, why did he have to call anyone?

That poor baby owl died as a result and as the lady said who knows what became of the poor mom?

I just don’t understand the logic behind the conservation officer’s unwillingness to do anything, I thought they were supposed to help wildlife? Very sad outcome.

I do hope the lady follows up with the City of Vernon to make sure that crack is fixed so this does not happen to any other poor bird.
