I believe I have a rather simple and cost effective answer to mitigating several serious issues that we all share in the area.
Starting immediately, all new building projects must install cisterns. In the case of residential building, all new homes must be built with a cistern incorporated under the garage and plumbed appropriately. The cistern would hold excess water in times when we have an excess supply and provide it in times of shortage.
This is not difficult to do, it’s cost effective and to some degree, if done properly, solves issues in at least these three important area (water shortages, fighting forest fires, earthquake preparedness).
This policy should be adopted immediately. There is no need for lengthy discussion and gnashing of teeth. Act quickly and decisively.
