What a great idea. I for one would like to volunteer for this project.
To give the project a better chance of recruiting the volunteers it needs, the town should juice up the offer. As an additional incentive to volunteers for this program, the town should allow participants to pay for water based on usage if they so choose. It would be relatively easy for the town to set a charge per litre of water consumed. Participants in the project would pay the lesser of the water used on a cost per litre basis or the cost calculated under the old system.
This type of incentive has worked very successfully in other municipalities.
