Resolutions and bylaws from the April 14 meeting of Summerland's council

The regular meeting of municipal council was held on April 14 in council chambers. All members of council except Coun. Orv Robson were present.

Public hearing expired

A bylaw to amend Summerland’s Official Community Plan to adjust the zoning at 12830 McLarty Pl. was defeated.

The bylaw had first been brought to council Feb. 25, 2013 and was given first reading March 11, 2013.

After a public hearing on March 25, 2013, it was held at third reading since a Wildfire Hazard Development Permit had not been issued.

Zoning amendment denied

Council denied an application to amend the Official Community Plan designation and zoning for 2311 Thornber St.

The proposal was to change the Official Community Plan designation from Rural Residential to Low Density Residential and to change the zoning from CR1-Country Residential 1 to RSD2-Residential Large Lot.

Electrical report received

Council received the Electrical System Model report for information.

In the fall of 2012, Primary Engineering was retained to prepare a model of Summerland’s electrical utility system. A detailed model of the system was produced this spring.

The most significant need is for a new substation in the next seven to 10 years.

Representatives from the municipality will meet with FortisBC representatives to discuss how to finance the substation.

Update requested

Council will write to Hon. Stephanie Cadieux, Minister of Children and Family Development, asking for an update on changes to the Summerland service delivery model. The update had been promised by ministry staff in January, 2013.

Road closure bylaw adopted

Council adopted a bylaw to close the road and remove highway dedication of an unnamed road adjacent to 9537 Main St.

The change is needed for the construction of a new library for the community.
