A sex offender that was released last Thursday had breached his probation by the following night.
Graham James Lackey, 46, was found breaching his probation order and immediately arrested in Hope, at 9:18 p.m. Friday.
Lackey was held in custody for a court appearance in Chilliwack Provincial court on Monday, July 21st. Lackey has been charged with three counts of breach probation order, contrary to section 733. 1(1) of the Criminal Code. Lackey has been remanded into custody until his next court appearance on July 29.
A public warning was issued upon his release from Ford Mountain Institution, informing the public that Lackey would be living in the Chilliwack or Hope area. He was also immediately placed under surveillance by plain clothed RCMP officers from the Upper Fraser Valley Regional District.
“Our plain clothes officers were very diligent and worked long hours in conducting surveillance and monitoring Lackey’s behaviour. The safety of the community was our paramount concern. When notification was made of Lackey’s release we acted swiftly to put this surveillance plan in place” said Cpl. Len vanNieuwenhuizen.
Lackey has a significant criminal history including indecent exposure, possession of child pornography, uttering threats, theft under $5,000, and breach of probation.
Lackey was under 13 court-ordered conditions as part of his probation order. They included not possessing, owning or carrying any weapons; not consuming or possessing alcohol or any controlled substances; not having contact, direct or indirect, with anyone under the age of 16; not attending a public park, public swimming area, daycare centre, school ground or playground where anyone under the age of 16 is present or can reasonably be expected to frequent; and not owning, possessing or accessing any personal computers or electronic devices capable of accessing the Internet.
