West Shore Parks and Recreation has released a draft of its long-term capital plan detailing the future for its facilities.
The report recommends a list of immediate needs, including repairs to the pool, lacrosse box, and Juan de Fuca and Bear Mountain ice arenas.
For the velodrome, a likely point of contention, it recommends leasing the track to the Greater Victoria Velodrome Association for five years, but in the longer term, it recommends redeveloping the site.
“Commit to the long term redevelopment of the velodrome as a different facility to meet the greatest needs in the community for the future,” the report says. It doesn’t suggest what those needs could be.
WSPR entertained a plan several years ago to replace the velodrome with an all-weather turf field, which sparked a lawsuit by the GVVA.
The report, created by Professional Environmental Recreation Consultants, is compiled from interviews with WSPR staff and directors, user groups and members of the public.
